EASTMAN WOMEN’S GOLF ASSOCIATION
BY-LAWS
 
ARTICLE I
NAME
The name of this Association shall be the EASTMAN WOMEN’S GOLF ASSOCIATION, referred to as EWGA in succeeding articles.
 
ARTICLE II
OBJECTIVE
The objective of EWGA shall be to promote interest in the game of golf. Each year as many tournaments as possible will be provided. The season of EWGA will begin on the first Monday of June and will end on the last Monday of September. It will consist of eighteen and nine hole divisions.
 
EWGA is bound by the rules and regulations of Eastman Golf Links, i.e. guest privileges for block tee times.
 
ARTICLE III
MEMBERSHIP
Any woman who has reached her eighteenth birthday and has a membership at the Eastman Golf Links   is eligible for membership in EWGA upon payment of current dues. Said member is eligible for all EWGA-sponsored tournaments. 
 
Any past member of EWGA, who for health or other related reasons, has had to forego being a playing member, may continue to join EWGA as a social member for an annual fee. She is not required to have a membership at the Eastman Golf Links.
 
ARTICLE IV
FISCAL YEAR
The fiscal year of EWGA shall end on December 31, unless otherwise determined by the EWGA Board.
 
ARTICLE V
OFFICERS
The officers of EWGA shall be the President, Vice President (President elect), Secretary, Treasurer, and a nine hole Vice President. The President shall preside at all meetings of EWGA and the EWGA Board. In the absence of the President, the Vice President shall preside, and in the absence of both, the Secretary and if necessary, the Treasurer shall preside.
 
The President shall appoint the chairperson of each Standing Committee. The President shall also serve as a non-voting advisor to the EWGA Board in the year following the completion of her term of presidency.
 
The Vice President shall be responsible for assisting the President as requested.
 
The nine hole Vice President shall be in charge of the nine hole division and may select a chairperson for any nine hole committees.
 
The Secretary shall keep records of all meetings of EWGA. She shall perform all duties consistent with the role of Secretary, including necessary correspondence.
 
The Treasurer shall collect and keep a record of all moneys belonging to EWGA and shall expend same under the direction of the EWGA Board. She shall report the state of finances when requested by the EWGA Board and, at the annual meeting, shall present a written report showing all receipts and expenditures to date.
 
ARTICLE VI
EWGA BOARD
The EWGA Board shall consist of the officers of EWGA and all the chairpersons of the Standing Committees.
 
The EWGA Board shall have control of the management and affairs of the Association. The President shall vote only to break a tie.
 
The EWGA Board shall meet at the call of the President, at such time as may be determined.
 
 
ARTICLE VII
STANDING COMMITTEES
The chairpersons of the Standing Committees shall meet at the call of the President, at such times as may be determined.
The Nominating Committee shall prepare and submit a slate of officers for the ensuing year. This committee shall consist of the chairperson and two additional members.
The Tournament Committee shall conduct all tournaments, except special events. It is the responsibility of the chairperson and her committee to run each tournament, collect signed and attested scorecards from each playing group, determine winners and determine the nature of prizes. The committee is also responsible for ensuring that all scores for major tournaments are posted.
The Prize Committee shall be responsible for all prizes to be awarded at the Annual Fall Luncheon of EWGA.
The Rules & Handicaps Committee shall be responsible for correctly interpreting the current USGA Rules governing all play except where local rules take precedence. All rulings and decisions of the rules chairperson and her committee, in collaboration with the golf professional, are final. The committee will include a member of NHWGA (New Hampshire Women’s Golf Association).
The Hospitality Committee shall consist of the chairpersons of special luncheons, except the Interclubs and Member-Guest.
The Publicity Committee shall prepare notices for local newspapers about EWGA events and shall keep an album of published notices and memorabilia. In addition, this committee will prepare, print, and distribute the annual EWGA handbook.
The Special Events Committee shall conduct all special tournaments, including, but not limited to, Interclubs, Invitationals, and the Susan Komen Cancer Tournament.
The Bylaws Committee shall meet periodically to review and revise the bylaws as deemed necessary.
 
ARTICLE VIII
ELECTION AND TERMS OF OFFICE
The Nominating Committee shall submit a slate of officers, including President, Vice President, Secretary, Treasurer, and a nine hole Vice President, in the year of the expiring term of each office, at the annual fall meeting. The slate will be posted in the Women’s locker room two weeks prior to the fall meeting. When the slate of officers is submitted for acceptance, nominations may be made from the floor before any vote is taken.
 
The officers shall serve for a term of two years. No office may be held by the same person for more than two consecutive terms.
 
When a sitting President is unable or unwilling to fulfill her term of office, the current Vice President shall assume the duties and responsibilities of the unexpired term of the President.
 
The chairperson of each Standing Committee shall serve a term of one year and shall select her own committee members.
 
ARTICLE IX
EIGHTEEN & NINE- HOLE DIVISION
PROCEDURES
The members of EWGAwho desire to play eighteen or nine hole matches may join the appropriate division.
 
A social member is eligible to attend luncheons, serve on committees and help with tournaments.
 
A member of the nine hole division may transfer to the eighteen hole division after establishing an eighteen hole handicap. The eighteen hole division has two flights. Flight one is open to any eighteen holer: golfers in flight one must play to a maximum 40 handicap. Flight two is for eighteen holers having handicaps of 41 or higher: golfers in flight two will play to a maximum handicap of 50. The maximum handicap limit of 40 will apply to both eighteen hole flights for Special Tournaments, e.g. Eastman Cup, Seniors, Member-/Member and Member-Guest. In some cases alternative tournaments will be offered for those in the second flight not wishing to participate in the Special Tournament. A nine hole member, upon playing once in the eighteen hole division, must remain in that division for the rest of the season. Likewise, an eighteen hole member who plays once in the nine hole division is considered to be in that division for the rest of the season. Medical problems are an exception to the rule.
 
Five (5) eighteen hole scores for eighteen holes and five (5) nine hole scores for nine holes are necessary for a temporary handicap which may be used for tournament play. Scores on all courses (home and away) played during the year must be posted, except when the length of the course is less than 3,000 yards for eighteen holes. That score cannot be used for establishing a handicap and it should not be posted.
 
All eighteen and nine hole tournaments must be played with a member of EWGA.
 
A houseguest may play in tournaments with her EWGA hostess, but she is not eligible to win prizes. The member must sign up and list the name of the guest next to her name.
 
Each eighteen or nine hole player shall be responsible for acquainting herself with the conditions under which the tournament is to be played. Specific rules for each tournament will be posted prior to the commencement of play.
 
To be eligible for tournament participation, a player must sign the tournament-of-the-day sheet in the locker room by 6:00 p.m. the Friday before play.
 
Each player must record a hole-by-hole score and turn in a signed and attested scorecard as soon as possible at the completion of the round. The adjusted score for that tournament must be posted upon completion of play. If at least thirteen (13) holes are played, the remaining unplayed holes, for handicap purposes, shall be recorded as par plus any handicap strokes that the player is entitled to receive on the unplayed holes. For nine holes at least seven (7) holes must be played.
 
In stroke (medal) play all putts must be holed out. In best or better ball tournaments it is requested that, to speed up play, players pick up when out of competition and record a probable score for the hole. If a group fails to keep its pace and has a hole open ahead, courtesy requires players to request the following group to play through.
 
Prizes will be awarded in all weekly tournaments unless the tournament is officially canceled by the tournament chair.
 
ARTICLE X
AMENDMENTS OR REVISIONS
The bylaws may be revised or amended at any regular or special meeting of the Association by a 2/3 vote of the members present, provided written notice of the proposed amendments or revisions has been presented to the membership two (2) weeks prior to the meeting. Notice may be posted in the Women’s locker room with a copy of the present bylaws and the proposed change, amendment, or revision. Such notice shall be signed by the Officers of EWGA. These bylaws shall become effective immediately upon passage at any regular or special meeting of EWGA.
